- The Community Placement Plan (CPP) is an integral part of the DDS efforts to develop permanent affordable and accessible homes for individuals with developmental disabilities who are interested in moving from a developmental center or who are at risk of moving into a developmental center. CPP housing expands opportunities for consumers to live in integrated community settings.
