The Department of Developmental Services (DDS), as lead agency for Part C, is considering submitting the following proposed policy changes to the Office of Special Education Programs (OSEP). The proposed policy changes will be posted for 60 days, May 12, 2009 through July 12, 2009.
- Early Start Eligibility (PDF)
This proposal prospectively limits eligibility for Early Start services to only those infants/toddlers at the highest risk of a developmental disability that are in most need of program service entering Early Start at 24 months of age or older.
This policy proposal requires families to access private insurance for all identified medical services, other than evaluation and assessment, for service provision or denial prior to service provision by the regional center as payor of last resort.
